Executive Summary:
There are two approaches to completing any project: Approach
A
Throw darts at a random list of designers/contractors and ignore
the risk of poor design, wasted material, incomplete work, poor
quality finishes and workmanship, inconvenient intrusions into daily
routines and possible litigation.
Approach B
Utilize a Design/Build construction management approach with client
as lead project manager.
Design/Build is a project delivery system where the design and
construction aspects are contracted for with a single known entity
to minimize the project risk for an owner and to reduce the delivery
schedule by overlapping the design phase and construction phase
of a project. Where the design-builder is the contractor, the design
professionals are typically retained directly by the contractor.
The most efficient design-builder has design and construction professionals
working directly for the same at-risk entity.
There are two main advantages to using a design-build contract.
First, the construction team is motivated to work with the design
team to develop a design with constructability in mind. In that
way it is possible for the team to creatively find ways to reduce
construction costs without reducing the function of the final product.
The owner can expect a reduced price due to the increased constructability
of the design.
The other major advantage involves the schedule. Many projects
are given out with an extremely tight time frame. By letting out
the contract as a design-build contract, the contractor is established,
materials with lead time requirements can be ordered, and early
mobilization and construction activities are able to proceed concurrently
with the design.
